Tropical Storm Helene Right-of-Entry (ROE) Collection
USACE Wilmington District | North Carolina

Provided Right-of-Entry (ROE) collection in support of emergency response related to Tropical Storm Helene in North Carolina for the USACE Wilmington District under a $100M IDIQ. The contract includes ROE documentation, collection/research/production, application intake and verification, title search, call center services, property site assessments, and technical assistance; program management, program design, and quality control; advertising and public outreach; and cloud-based document storage and application intake system at six different intake centers. AEL responded quickly to the USACE Wilmington District’s needs and were onsite within 24 hours of contract execution. We collected and processed over 2,200 personal and commercial property debris removal program applications, which included individual site assessments and developing Private Property Debris Removal (PPDR) packages, for submittal to the USACE and FEMA on a tight 90-day schedule. Our team coordinated closely with municipal emergency response managers to ensure public outreach materials and events were tailored to the needs of each of four remote counties. We increased community participation by holding public meetings; establishing pop-up intake centers; and developing radio spots, mailers, newspaper ads, and social media posts. To successfully accomplish the mission, our team exercised flexibility in the face of unforeseen challenges such as wildfires, road closures, and evacuations within the project location.
